Nomic II


This game is based on Nomic. Our first game can be found here. I am, however, making a few changes. In this game, you are in control of what happens, how it happens, when it happens, and how you win. There are a set of golden rules and silver rules below that govern how rules are created and other miscellaneous bookkeeping but the rest is up to you.

The Golden Rules

GR1.
No rule will require moderator action in shorter duration than 24 hours. In other words, I will update at least every 24 hours and a rule cannot require me to make updates in less than 24 hours.
GR2.
Rules are proposed by sending the moderator a PM with your proposal. The mod will then post the rule in the first topic to be voted on. Votes are cast by typing
Yea - P<#>
or
Nay - P<#>
in this thread. Proposals to revoke rules in play are handled the same way. Note: this is different from the first Nomic game. The reason for this change is twofold. First, it protects the numbering scheme which got confusing and second, it ensures people do not edit their rules in thread.
GR3.
The moderator reserves the right to veto rules that make it impossible or extremely difficult for me to moderate the game and verify its results.
GR4.
I am the moderator. What I say goes. You can and will be modikilled if I feel you are ruining or distracting from the game. But you would have to do a lot to get modkilled. :)
GR5.
My color is
dark blue
. Do not use it.
GR6.
No player is allowed to edit a vote after it is cast. If a mistake is made, the player must use an Edit by way of post (EBWOP) to make changes to votes. Unless explicitly resricted by any other rule, players may edit other parts of their posts.
GR7.
Golden Rules may not be changed. Golden rules can be added by a unanimous vote but once a golden rule becomes a rule it will remain a rule for the rest of the game.
GR8.
Silver rules can be added, changed, and deleted, by a vote of 2/3 majority + 1.
GR9.
Any rule that is proposed will adopt the highest level of voting associated with the rule (e.g. if a rule changes a golden rule and a silver rule it will require unanimous consent to pass).
GR10.
Golden rules and Silver rules do not count toward any rule limitations.
GR11.
- Whenever there is a protest with a moderators ruling, any player may protest. The player has exactly 1 post to post
Prostest Moderator's Decision
and make their case. The moderator has convened a three person panel to deal with all protests. Once a decision is made there will be no more comments about it and no more protests allowed for that particular decision. The panel will remain anonymous.

Silver Rules

SR1.
A proposed rule must reach a 50% + 1 vote majority of yay votes before it is added to the rule set. Every player has exactly one yay or nay vote. It is assumed that the person who proposes the rule has submitted a yay vote for the rule.
SR2.
Once a rule is officially added to the proposal list in the first thread, it will stay there for a period of one week before it is removed from consideration. However, rules may be reproposed.
SR3.
There shall never exceed a maximum of 25 rules at any time during the game.

SR4.
When two rules contradict, the rule with the lower rule number takes priority.
SR5.
If a rule is repealed, the effects of the rule remain in effect unless the effect no longer makes sense in context of the game.
SR6.
The moderator may propose rules but does not get a vote.

Note: I, as the moderator am here to help facilitate your rules. I may, as the need arises, expand on rules to create a obtainable result (e.g. add procedures to create factions if they are to be formed.) I also reserve the right to add Golden Rules or Silver Rules if there is anything that has been neglected.

Rules in Play

(portions in red indicate portions of the rules that are unenforcable due to reasons specified at the time of acceptance. These "red" portions of the rule may change as more rules are added)


1.
NomicBucks ($$$) are hereby re-declared as the game's currency and scoring system.

5.
If a proposal expires, each eligible voter who didn't vote on it loses 50 $$$. Anyone who has had their voting privileges confiscated for whatever reason cannot be fined by this rule.

8.
The mod will make a 4x4 grid and will keep it updated.

9.
Each player can buy a place on the grid for 500 Nomic Bucks.

10.
On the passing of this rule, all players get 1000$$$. If a new player joins the game he/she is given 1000$$$.

11.
The mod shall keep a running balance for each player.

12.
Any player who does not post within the thread for a period of two weeks is no longer considered a voting player, and loses their ability to vote on proposals. Their vote no longer counts towards any tabulation of votes, and they are no longer considered a player for the purposes of tabulating the needed votes for majorities, pluralities, unanimity, or any other number of votes. These players are placed on a new list in the OP, the "Hiatus list". Players may ask to be re-instated as a full player from the hiatus list by making a request in thread and being voted back in by majority vote.

13.
Players on the Hiatus list may not be declared the winner of Nomic II.

14.
Every three days, each player is given 100$$$ which he must give to another player of his choice, by PMing the mod. A player needn't necessarily send only one player money, but may divide the sum as he sees fit or dispose of part or all of the sum. A player may not give himself the money.
The format of the PM must be:
<playername1> <amount of money>
<playername2> <amount of money>
etc...

15.
The Items:

There are 100 unique items introduced into the game by the mod. Each person initially receives 3 free randomly chosen items for their inventory. Each player is also given their own unique list of 5 randomly generated items that can be used to attempt to kill a player and a list of 5 randomly generated items to save a player. Players can acquire items three ways:

1) open trading in the forum (bolded for moderator to see).
2) private trading (must be confirmed via PM by all parties).
3) buying from the marketplace. (bolded for moderator to see when supplies are available).

Items available for trading can be currency, favors, items, votes, or any combination thereof. This will be enforced by the moderator and all trades are binding.

The Marketplace:

The moderator will maintain a list of the items and how many are available in the first post. There will initially be 5 of each item available for purchase and each item will have a randomly generated price between 10$$$ and 2000$$$. The prices will be changed by random generation each week 3 of each item will be added for sale each week. Items may be sold to the marketplace at a 50% markdown of the price. When an item is sold to the marketplace it is added to the inventory of the marketplace.

Using Items:

Once acquiring the items needed to attempt a kill on a player. The owner may PM the moderator with their instructions to kill a player. Making this attempt destroys the items used. The player can make an attempt with a minimum of 1 item on their list or up to 5 items on their list. The breakdown is as follows:

1 item - 20% chance player will be killed if not saved.
2 items - 40% chance player will be killed if not saved.
3 items - 60% chance player will be killed if not saved.
4 items - 80% chance player will be killed if not saved.
5 items - 100% chance player will be killed if not saved.

Note:
Players may not use duplicates of an item to raise the chances of success. (e.g. a player who's list has items A,B,C,D,E must use all 5 items to get a 100% chance at the kill, not 5 of item A).

The mod will then post in thread that the targetted player has been scheduled for execution and the associated percentage possibility for the kill. All players have 48 hours to either let the player die or save the player. In order to save the player, the person must have the items necessary to save the player and submit a PM to the mod indicating they wish to save the specified player. This will destroy the items used. The same breakdown of items used effects save (i.e. 20/40/60/80/100% save chance). Each attempt to save a player is separate and can not be combined with other attempts. If the kill is successful and there are no save attempts or all save attempts fail, the targetted player is removed from the game, may not return to the game, and therefore may not win the game.

Note:
If a player sends items to the mod to save/kill a player the items are still consumed even if the targetted player is killed or saved prior to the attempt actually being made (think of it as spoilage after items are combined).

Win Condition:

When there is only one player left in the game, that player is crowned the winner of Nomic II.

16.
Players may not carry more than 50 items at any given time.

17.
When a player is killed, their items are placed in the marketplace for selling.

18.
When a player attempts a Kill or Save, they may request the mod announce that specifically they were the ones attempting the action. If no preference is specified, the attempts remain anonymous.

19.
When the grid is filled, the mod will roll two dice. The first die will be the row and the second die will be the column. The person who owns the square at that location wins 8000 $$$.

20.
No new players can join Nomic II upon passage of this rule. Moderator will merely remove the current text ""(Signups are open)"" from the subject line to reflect the fact. Any player removed or who removes themselves from the game also cannot rejoin.

21.
Each player may buy one of the following abilities for 2500 $$$.

-----
Reviver
- You may roll to revive someone who has died. If a 5 or 6 is rolled on a 1d6 the player is revived. You may only attempt this within 24 hours of the kill.

Speed Demon
- When you make a kill attempt, other players have only 24 hours to save the victim.

Bargain Shopper
- You get a 10% discount on all items you buy from the marketplace.

Negotiator
- You get a 10% markup on your price when you sell to the marketplace.

Vengeful
- When you are killed you may choose a player to attempt to kill as you die. All rules of killing/saving apply. Note: This attempt does not occur if you are revived.

Nosey
- You get to know who made kill attempts via PM.

Killer
- For every 3 players you successfully kill you receive one free 100% successful kill attempt.

Saver
- For every 3 players you successfully save you receive one free 100% successful save attempt.

Scientist
- You need one less item to make kill or save attempts. However, you may not make an attempt with 0 items. Your breakdown is: 1 item = 40% success, 2 items = 60% success, 3 items = 80% success, 4 items = 100% success

Bullet Proof
- Players who target you for a kill attempt require one more item to kill or save you. And may never have a 100% chance to kill you. A player targeting you has the following breakdown: 1 item = 0% success, 2 items = 20% success, 3 items = 40% success, 4 items = 60% success, 5 items = 80% success

Each player may only have one ability and the ability is known to all players. Also, only one player can hold any given ability (i.e. there is only one of each ability to purchase). When a player with an ability dies, the ability may be purchased again.

Once a player has an ability, they may change their ability for the cost of the new ability plus 500 $$$.

Abilities can be traded and sold to other players but all rules regarding abilities must be obeyed.

22.
Any player whose balance is less than 0 for more than three consecutive days (72 hours) is ejected from the game.

23.
The items of any player who is ejected from the game (not killed) are placed in the marketplace.

24.
All rulings of the panel are publically announced.

25.
Every player (does not include moderator) may propose rules anonymously, by saying so when PMing propositions.

26.
Players may at any time /out and name a player not currently playing. The named player will then be able to join, retaining the current stats of the recently /outed player. A maximum of 3 days will be given to the named player to claim the spot.

28.
A second/third/fourth win condition is declared: if at anytime all but 1 person is 'in the red' (i.e. has a negative balance), the player with the positive balance will be declared the winner of Nomic II. This, P172 (if passed), P169 (if passed) and the win condition portion of Rule 15 will become a Silver Rule exactly 3 weeks after this rule is passed.

29.
The act of placing a new proposal onto the proposal board for consideration by the players of Nomic II may not be blocked by way of Protest to the Council, as it is no longer considered a moderator ruling. The moderator of Nomic II has sole discretion on whether a new proposal is placed on the proposal board.

30.
The winner(s) of Nomic II will automatically have a free spot in Nomic III if it is established, and will be given a second vote for the first two weeks of Nomic III.

31.
A player may pay 500$$$ to the mod to use the local blacksmiths, thus allowing that player to combine various ores acquired from the market place.
A player combines 3 ores to create a shield. These shields have various propertied according to the amounts of various ores used, as follows:

-Copper ore: If a kill attack on you fails, you take N*3% of the wealth of the player who tried to kill you, where N is the number of items that player used on you.
-Gold ore: Price of buying market items decreases by 1.5%.
-Iron ore: If a kill on an opponent fails, you steal two random items of his.
-Silver ore: Price of buying market items decreases by 1%.
-Zinc ore: Using a zinc ore in your shield negates the 500$$$ cots of creating a shield. Only one zinc ore can be used in each shield.

A shield can be made out of any combination of ores except entirely out of one type of ore.
If two same ores are used, their effect is additive. For example, for a player with a shield with two gold ores and a copper ore, prices in the market place go down by 3%.

32.
If at any point there are only three active players with voting rights left in the game, all proposals are proposed anonymously.

33.
If at any point there are only two active players with voting rights left in the game, the player with the highest balance wins.

34.
The moderator will do her utmost to perform all monetary transactions without error. However, if the moderator makes a mistake in transactions involving Nomic Bucks, and is unable to determine the exact $$$ amount of the error, the moderator will pay a compensation of 500 $$$ to the offended party. Note, all Nomic Buck transactions are performed in whole dollar increments. Therefore, if partial nomic bucks exist they are rounded down.

35.
If a player who has commenced saving or killing actions is killed, ejected from the game, or place on the hiatus list, then all saving and killing actions by this player on other players are canceled immediately.

36.
Once this rule passes, the perpetrator of the 6 kill attempts in post 875 shall be exposed by name in a post by the Mod.
(So we don't point fingers at chenhsi in vain)

Yes PM'ing me. The numbering got confusing last game and people also editted rules occasionally after I posted them (not maliciously mind you). So this way I will have a permanent record of them. You will still be voting in thread though. I will post all rules to the thread within 24 hours of PMing them and if a rule passes it will take effect from the time the deciding vote is cast.

Lawrence, you should definately make a new post because that would take way too much effort to check for edits. Also, you can say "Nay to all" or "Yay to P1-P10" and that sort of thing. Just make it clear what you want. But please bold them or they won't count.

@dizardin: You cannot amend a rule that already has votes on it. You have two options: 1)resubmitting it with new wording and revoting on it or 2) wait until it passes and then propose an amendment to it to be voted on. I would allow it if there were no votes on it yet. I realize this change is small but it introduces a slippery precedence.

A couple of notes:

1) "initial player" to me indicated anyone who was a player at the time of the rule passage. Therefore, yabbaguy does not receive 1000$$$.

2) When Zeikhunter /out'd, he did not transfer the money first, therefore, Moratorium does not get his NB.

Updated golden and silver rules. Let me know if you have any questions:


The Golden Rules

GR1.
No rule will require moderator action in shorter duration than 24 hours. In other words, I will update at least every 24 hours and a rule cannot require me to make updates in less than 24 hours.
GR2.
Rules are proposed by sending the moderator a PM with your proposal. The mod will then post the rule in the first topic to be voted on. Votes are cast by typing
Yay - P<#>
or
Nay - P<#>
in this thread. Proposals to revoke rules in play are handled the same way. Note: this is different from the first Nomic game. The reason for this change is twofold. First, it protects the numbering scheme which got confusing and second, it ensures people do not edit their rules in thread.
GR3.
The moderator reserves the right to veto rules that make it impossible or extremely difficult for me to moderate the game and verify its results.
GR4.
I am the moderator. What I say goes. You can and will be modikilled if I feel you are ruining or distracting from the game. But you would have to do a lot to get modkilled. :)
GR5.
My color is

. Do not use it.
GR6.
No player is allowed to edit a vote after it is cast. If a mistake is made, the player must use an Edit by way of post (EBWOP) to make changes to votes. Unless explicitly resricted by any other rule, players may edit other parts of their posts.
GR7.
Golden Rules may not be changed. Golden rules can be added by a unanimous vote but once a golden rule becomes a rule it will remain a rule for the rest of the game.
GR8.
Silver rules can be added, changed, and deleted, by a vote of 2/3 majority + 1.
GR9.
Any rule that is proposed will adopt the highest level of voting associated with the rule (e.g. if a rule changes a golden rule and a silver rule it will require unanimous consent to pass).
GR10.
Golden rules and Silver rules do not count toward any rule limitations.


Silver Rules

SR1.
A proposed rule must reach a 50% + 1 vote majority of yay votes before it is added to the rule set. Every player has exactly one yay or nay vote. It is assumed that the person who proposes the rule has submitted a yay vote for the rule.
SR2.
Once a rule is officially added to the proposal list in the first thread, it will stay there for a period of one week before it is removed from consideration. However, rules may be reproposed.
SR3.
There shall never exceed a maximum of 25 rules at any time during the game.

I had not thought about this. I think I will allow it though. It's intent does not violate the rule. I will allow it.

@farside: regarding the corporations. At this point, corporations do nothing. You just own a company, you are the only employee, and you do nothing. So the only thing your corporation needs at this point is a name.

What this means to you:
Re: P11 - You may now create commodities via rule proposals. Commodities can be anything really: dogs, cats, coal, iron, pizza, donuts, software, intelligence, etc. To propose a rule such as this you would submit a proposal such as "This rule upon passage introduces coal as a commodity." Though it doesn't need to have this syntax. If that rule passes then you are the owner of that commodity and players must buy it from you at the price you choose. What those commodities do or are used for has not been determined yet and must be determined by another rule.

Re: P14 - You may send a message to the nomic account stating you want to purchase a term deposit for X$$$. You must have X or more $$$ in your account to make a term deposit. What a term deposit does is allow you to collect interest on your money. You must tell me also how long your deposit is for (between 1 and 4 weeks). That means you will not be able to use that money for that period of time and when that period is over I will return to you your deposit + interest for usage.

: Henceforth, a new game object is created, the “Commodity”. Corporations will have the ability to sell commodities to other players in exchange for currency. A commodity is an object which must be put forth via proposal and made into rule to exist. More than one commodity may come into being based on the agreement of a particular rule. The Player who proposed a particular commodity immediately becomes sole rights holder to the sale of said commodity, and may choose his sale price by PM to the mod, who will henceforth update the OP with prices on various commodities. : Henceforth, a new game object is created, the “Term deposit”. Corporations may privately transfer funds by PM to the FBN, in order to purchase a particular term deposit. This is an agreement between the Corporation and the FBN whereas the money transferred will be held by the FBN, with no right to withdrawal, for a period determined by the deposit purchased. The FBN will then make a transfer back to the purchasing Corporation on a date to be determined by the deposit purchased, with interest accrued. CENSURE

: Effective as soon as this rule comes into play: popsofctown's NomicBucks are evenly distributed amongst all the players that voted Yay on this rule. Parts of hundredths of NomicBucks divided this way simply vanish into thin air.
Then, popsofctown is declared a winner of the game. This clause may in no way directly effect whether any other player wins or loses.
Then, popsofctown is removed from the game. This means he may no longer vote on propositions or propose them, his win/loss status may not change, he is no longer affected by any of the rules of Nomic, and no longer is listed on any up to date leaderboards or other player-by player statistics.
This rule overrules any rules forbidding the removal of a player or defining popsofctown's win condition.

@Lowell. The person who proposes a commodity is the owner of that commodity and they set the price. Other players can buy that commodity and use it in game. So say you had a commodity called "Double Vote" and its effect is that someone's vote counted double then you could sell this to other players for them to use in the game and you would be adding to your bank account.

The following rules have passed.

What this means to you:
P9 - From this post, everyone has the title of CEO or Chief Executive Officer. If you refer to a player without this title then you will suffer a Grade 3 offense (Grade 3 offense -> 500

fine, Player may not submit proposals for 2 weeks.) You may also change your title to whatever you want at any time by using the specified syntax.

P22 - This rule contradicts rule 14. Therefore, I am introducing a new silver rule:


NEW RULE!:
SR4.
When two rules contradict, the rule with the lower rule number takes priority.
You may change this rule if you wish with a 2/3 majority vote.

P23 - self explanatory.

P34 - the first pay day will be May 8, 2009 at 11:59p.m. Each of you will get a salary of 0

I am going to rescind the penalty on animorpherv1. Being that moratorium is part of his title I don't think I can count that. From this point forward I will not penalize anyone if the title or corporation name has another player's name included, only if you are referring to them directly will it count. I am sure I will get hassled about this but it's a difficult thing to judge.

Adding a new Golden Rule

GR11.
- Whenever there is a protest with a moderators ruling, any player may protest. The player has exactly 1 post to post
Prostest Moderator's Decision
and make their case. The moderator has convened a three person panel to deal with all protests. Once a decision is made there will be no more comments about it and no more protests allowed for that particular decision. The panel will remain anonymous.

I have 2 of 3 people committed to helping me with this and pm's out to two more (one will be an alternate if they both accept). This rule is in effect immediately.

Because you cannot pay your fine, per rule 13 your corporation is dissolved and per rule 12 you may start a new corporation. If you choose to do so please send me a new corporation name. When used, this commodity forces its user to immediately lose ownership of their current Corporation. They then immediately acquire and become the sole owner of the Corporation currently held by the second player entity on the leaderboard.

@Lowell: Yes, you can still propose rules to reset if you want. Since there were no proposals I thought I would allow it for unanimous but the same thing can be accomplished with a 50%+1 vote by proposal. However, any modification to silver rules will required 2/3 majority.

    It works like this: 1 player may instigate a game starting by announcing in thread
    I create a vault that contains {x}$$$
    , where {x} can be whatever the instigator wishes (but no less than 100$$$), and this starting value must come from the instigator's $$$ balance. Every nomic player is then automatically in the game (costs nothing yet). Then the first round will start. Rounds will last 24 hours. Each round, every player has the option to attempt to get the money out of the vault by PMing to the mod,
    I attempt to get the money out of {playername's} vault.
    Attempting to get the money costs you 100$$$, which is instantly added to the vault's value.
    At the end of each round, the mod will announce the results. If nobody attempted to get the money out of the vault, then the next round simply begins. If 2 or more players attempt to get the money out of the vault, nobody wins the round, and the next round begins. If exactly 1 player attempts to get the money, that player wins, and 50% of the vault's value goes to the winning player, while the other 50% of the vault's value goes to the game instigator. The game is then over.
    Rounds will continue daily until somebody wins. There are no draws. If there are 3 consecutive rounds where no player attempts to get the money from the vault, then the game is over and the game instigator retains ALL of the money in the vault.
    Important notes:
    -There may be many vaults available at 1 time (1 for each player, for example), but no player should have more than one vault game running at a time. Be sure to clarify to the mod which player's vault you're going for.
    -You may not attempt to get the money out of your own vault (prevents running the vault value up).
    -If you lose a round, you are more than welcome to try again in any other round as well - but remember, each attempt costs 100$$$ added to the vaults value.

If someone want to protest THAT ruling, you will have to do it through the protest process because I see anyone who /in's as a new player. Think about it as when someone plays online poker and they get a default buy-in for joining the game. Or pass a rule that says that players who /out are no longer considered new players when they /in. You guys also might want to think about this in regards of the hiatus list. Players are supposed to be looking for loop holes, it is the nature of nomic.

pops, maybe you should go read Nomic I...we openly talked about Moratorium and I being married. In fact, he had to write a poem for me for the game to end. -No, I am not in. I will facilitate the rules but not be killing/saving etc. I was just wanting to give some ideas to make the game fun. As always, you guys can vote them down and can also eliminate SR6 if you choose. Any rules I propose will not be biased to any one person or groups of people.

-Items will have names. For example your killing list may be: (hammer, nails, sugar, water, cat) and your save list be: (dvd, bird, steak, skull, baby powder). While Rhinox's kill list would be (flower, mouse, shampoo, skull, hat). etc. See? All items will be 1 of 100 items in the marketplace.

-There will be a list of 5 to kill and a list of 5 to save. There is no reason to think that other rules can't be proposed where you can do other things with the items.

The reason I proposed this rule was to give lots of different options. You can make money, eliminate people, save people, and there is a win condition. So it has a little bit of all the elements the game needs

OK, thats enough for P144 to pass. I will write a program to handle the logistics of it and try to have it up and running no later than tomorrow.

@Lowell...actually, I came up with it yesterday based on a friends comment of a larger game where this was a small element of it. I just expanded on it from there.

@yabbaguy - P144 allows you to make money and potentially a lot of it. If you buy an item at 10$$$ and it goes up in price to 2000$$$ then you can sell it for 1000$$$. You can work the marketplace like a very simplistic stock market.

The Items:

There are 100 unique items introduced into the game by the mod. Each person initially receives 3 free randomly chosen items for their inventory. Each player is also given their own unique list of 5 randomly generated items that can be used to attempt to kill a player and a list of 5 randomly generated items to save a player. Players can acquire items three ways:

1) open trading in the forum (bolded for moderator to see).
2) private trading (must be confirmed via PM by all parties).
3) buying from the marketplace. (bolded for moderator to see when supplies are available).

Items available for trading can be currency, favors, items, votes, or any combination thereof. This will be enforced by the moderator and all trades are binding.

The Marketplace:

The moderator will maintain a list of the items and how many are available in the first post. There will initially be 5 of each item available for purchase and each item will have a randomly generated price between 10$$$ and 2000$$$. The prices will be changed by random generation each week 3 of each item will be added for sale each week. Items may be sold to the marketplace at a 50% markdown of the price. When an item is sold to the marketplace it is added to the inventory of the marketplace.

Using Items:

Once acquiring the items needed to attempt a kill on a player. The owner may PM the moderator with their instructions to kill a player. Making this attempt destroys the items used. The player can make an attempt with a minimum of 1 item on their list or up to 5 items on their list. The breakdown is as follows:

1 item - 20% chance player will be killed if not saved.
2 items - 40% chance player will be killed if not saved.
3 items - 60% chance player will be killed if not saved.
4 items - 80% chance player will be killed if not saved.
5 items - 100% chance player will be killed if not saved.

The mod will then post in thread that the targetted player has been scheduled for execution and the associated percentage possibility for the kill. All players have 48 hours to either let the player die or save the player. In order to save the player, the person must have the items necessary to save the player and submit a PM to the mod indicating they wish to save the specified player. This will destroy the items used. The same breakdown of items used effects save (i.e. 20/40/60/80/100% save chance). Each attempt to save a player is separate and can not be combined with other attempts. If the kill is successful and there are no save attempts or all save attempts fail, the targetted player is removed from the game, may not return to the game, and therefore may not win the game.

Note:
If a player sends items to the mod to save/kill a player the items are still consumed even if the targetted player is killed or saved prior to the attempt actually being made (think of it as spoilage after items are combined).

Win Condition:

When there is only one player left in the game, that player is crowned the winner of Nomic II.

An informal proposal. I was thinking what to do with a players money and inventory once they are killed. What would you rather do?

1) give money and inventory to killer
2) put inventory back up for sell
3) money and inventory go into a black hole never to be seen again.

Yes it does matter that your balance is negative. This issue has been brought to the panel already and they have decided by a decision of 2-1 you may not purchase items if you do not have the funds to do so.

Once a week, beginning on Sundays, each player is allowed a chance to attempt to steal an inventory item from another player. To initiate a steal attempt, the thief must send a private message to the mod. There will be a 10% chance for success. The mod will reply with a 1d100 roll of a dice. If the number is less than or equal to 10 then the steal is successful. The moderator will randomly choose one of the targetted player's items and give it to the thief.

Vengeful
- When you are killed you may choose a player to attempt to kill as you die. All rules of killing/saving apply. Note: This attempt does not occur if you are revived.

Nosey
- You get to know who made kill attempts via PM.

Killer
- For every 3 players you successfully kill you receive one free 100% successful kill attempt.

Saver
- For every 3 players you successfully save you receive one free 100% successful save attempt.

Scientist
- You need one less item to make kill or save attempts. However, you may not make an attempt with 0 items. Your breakdown is: 1 item = 40% success, 2 items = 60% success, 3 items = 80% success, 4 items = 100% success

Bullet Proof
- Players who target you for a kill attempt require one more item to kill or save you. And may never have a 100% chance to kill you. A player targeting you has the following breakdown: 1 item = 0% success, 2 items = 20% success, 3 items = 40% success, 4 items = 60% success, 5 items = 80% success

Each player may only have one ability and the ability is known to all players. Also, only one player can hold any given ability (i.e. there is only one of each ability to purchase). When a player with an ability dies, the ability may be purchased again.

Once a player has an ability, they may change their ability for the cost of the new ability plus 500 $$$.

Abilities can be traded and sold to other players but all rules regarding abilities must be obeyed.

Basically the way I envisioned it is that the rule would roll over to Nomic III as the first regular rule at which point players could decide what they wanted to do about it (e.g. repeal it, not play, be happy with it, etc.). However, I am not going to abuse my panel on a proposal. If it passes I will pass the protest on to them.

I will re-add P175 later tonight. I misremembered my own rule. I thought it was just 2/3 on the GR instead of 2/3+1 which is the same as 50% at this point. That is why I did not notate it. I will correct this tonight and notate it on all the proposals that modify the SR list. Sorry.

Upon the passing of this rule, a new meter is introduced: the Influence Meter. The meter has 5 distinct zones that start off coloured red. Each player has their own meter. Each player from this rule has 2 lives. The mod will create a 3x3 grid in which a game of Battle Royale will take place. All players will start in B2, and must move to an adjacent square each turn. Then, they will play raf with the other players in the grid they have moved to for one round. The process will then begin anew. Being shot will cost a life. Losing both lives will eliminate you. The winner will receive 20000$$$. Upon the conclusion of Battle Royale, this rule will be removed, and the winner will receive a Game Token.
Explanation of RAF:
Each contestant will begin with two lives. The first time they are attacked, they will be injured and reduced to one life. Once they are attacked after that, they will die!

The goal of the game is simple: be the last one alive. A player dies when he/she loses both of his/her lives.

The game will be split up into rounds. Each round has two stages...

FIRST STAGE (Moving Round) You will move to a new location or stay at your current location. You may only move up/down and right/left. You may not move diagonal.

SECOND STAGE (Fighting Round) You will only fight with people in your own location. (Example: Lucy and Drew are in A2 and Peter is at A1. Lucy and Drew may only fight eachother, they may not attack Peter and Peter can't attack them).

Fighting. Fighting will take place exactly like RAF (Ready, Aim, Fire). You can attack someone, attack yourself or do nothing.

If you attack someone, that person will lose a life, UNLESS, they are attacking themselves. If they are attacking themselves, then the person/people who attacked them will lose a life instead.

If you attack yourself, you will lose a life, UNLESS, someone/others attack you. If others attack you while you attack yourself, they will lose a life instead and you will be completly safe.

If you do nothing, nothing happens, UNLESS someone attacks you. If someone attacks you, you will lose a life.

It is possible to lose both your lives in the same round.

Once the round is done, we will start with a new hour and players may move again. Continue until 1 person is left.

(To speed up the game when the players are dwindling, you can make squares become 'danger zones', i.e. cause anyone in them at the end of a round to be eliminated instantly. Maybe 1-2 per round beginning round 4?)

A player may pay 500$$$ to the mod to use the local blacksmiths, thus allowing that player to combine various ores acquired from the market place.
A player combines 3 ores to create a shield. These shields have various propertied according to the amounts of various ores used, as follows:

-Copper ore: If a kill attack on you fails, you take N*3% of the wealth of the player who tried to kill you, where N is the number of items that player used on you.
-Gold ore: Price of buying market items decreases by 1.5%.
-Iron ore: If a kill on an opponent fails, you steal two random items of his.
-Silver ore: Price of buying market items decreases by 1%.
-Zinc ore: Using a zinc ore in your shield negates the 500$$$ cots of creating a shield. Only one zinc ore can be used in each shield.

A shield can be made out of any combination of ores except entirely out of one type of ore.
If two same ores are used, their effect is additive. For example, for a player with a shield with two gold ores and a copper ore, prices in the market place go down by 3%.

@yabbaguy - yes 2 items were used on Lunar_Tick

P195 was proposed. I have made a mistake, it is unfair to the offended player and I would like to fairly rectify it. Please consider this proposal and know the same could happen to you. Think of it as insurance on your money.

@Lunar_Tick - I have not made a mistake that I can recall until this point. It occurred because I manually changed something incorrectly when I was testing something in my program. Lesson learned: save off a copy of data before I test anything.

Like I said I will do my best to not make another mistake but I want you guys to have some insurance against it and it not be a tough luck situation. I am not sure anyone really notices but this game is a shit-ton of work and I am falliable.

Rule 199 has been proposed but you all should know a few things before voting:

1) Saturday is our anniversary and we are spending the night away from home. I don't intend on bringing my laptop so Sunday's update will be a little later than normal.

2) Sunday is father's day so he will be spending time with our daughter.

3) I sleep in on Saturday's, he sleeps in on Sunday's. Fat chance he is giving that up.

4) I don't let him look at my screen when I am updating so therefore he will have to watch me on my computer for any length of time before he "knows" if I am updating or not. He has a short attention span. :p

Per rule 24:

24.
All rulings of the panel are publically announced.


I am required to make you aware of a ruling by the panel. By a 2-1 vote, the panel has determined that no ability effecting a kill or save can be used on a kill or save that was submitted before purchasing the ability.

(e.g. A player cannot use the bullet proof ability to reduce the success percentage if the kill was submitted prior to the targetted player acquiring the ability.)

@chenhsi: Table is updated. Sorry I neglected to update it yesterday after your purchases.

@dizardin: I think that you would be a much better mod for this game than I am. I tend to be more of a "spirit of the game" person than a "rules loophole" person. I did not realize how much so until this game. That is the primary reason I created the panel. I would be willing to turn it over to you if you wanted it.

On kill attempt 37 yabbaguy is killed.

That leaves Moratorium and chenshi as the only active players. Per rule 33:

33. If at any point there are only two active players with voting rights left in the game, the player with the highest balance wins.

Moratorium has won Nomic II with a balance of 5197 $$$. Congratulations!

I will draw up notes after I return from my trip (on Monday). Thank you all for playing it was fun.

The most recent kill attempts were by Moratorium (the big block of 40). He saw you, chenhsi, as the person with the least amount of money and knew if it got down to 2 it would be the one with the most money.

I wrote a C++ program to help me manage the voting and another one to help me manage the marketplace/Nomic bucks.
