Alterior motive being that you're probably scum, but of course you'd feign ignorance as to what I meant. You said we have a 1/5 chance of finding scum randomly. I am giving you a better than 1/4 chance, which is clearly greated than 1/5, since 4 is less people to look through than 5. We shouldn't give them a free pass. If they do something scummy, vote 'em. That's why I said "if we are analysing it this way".
