The OP explains this rather nicely: first-time Newbie Mods must have a good overall record of moderation and are required to have a back-up moderator. Yeah, it's best not to ask for things like this because it defeats the purpose of the queue's order and organization. Even in other queues, unless the Mod specifically states that Wisdom of the One or Wisdom of the Crowds is in effect, you probably won't have much choice about WHO you play with unless you're A) in an invitational or B) very sly about "/in" or "/out" timing.

Wake - if you're an alt account of an established player you do not count as a "New" player and therefore cannot "/in" to this queue unless your alt account meets the requirements of an SE, in which case you may then "/in as SE". I don't know why you're overreacting or why skittles would need to be involved, but that's been the rule for awhile.

As long as you're not currently in your first game on this site, yes, you can replace into her game.
Since it will then be your first game on-site, however, you must /out of the queue to make sure you're not in another game concurrently with your first game on-site.

If you look here in the OP, you'll see there's a long list of new players all signed up before you. Don't worry, just be patient. You should easily make it into one in the next group of games that go up.

Actually, we're fine on Mods.

Generally, these kinds of discussion come up often and Vel can talk about it if he feels the need to, but ListMods are often older (in every sense of the word) members of the site that have their own schedules to work around when updating their Queues as they see fit. Quadz (the Micro Queue ListMod) only updates Mondays, Wednesdays, and Fridays - if a game fills on a Thursday people will sometimes complain but that's how he does it because it keeps him to a schedule that he knows he can accommodate. I'm sure Vel and Tierce and Llama all do the same thing.

Another factor to consider is there's a lot of work going on behind the scenes that not even the normal game Moderators know about, let alone new players. ListMods are in constant contact with most game moderators because of a myriad of issues with games in their queues. Modkills for breaking Site Rules, player game bans for personal attacks, Mods flaking from a game they were supposed to run or from the site in general - each and every ListMod has to deal with these things.

On top of that, Vel is on constant alert to make sure he has qualified SEs in the correct queue, he needs to make sure the OP has enough extra players that Moderators can steal some newer players when somebody inevitably flakes from their first game, and he deals with IC and first-time Newbie Moderator qualifying PMs on a constant basis.

PEDIT: @GrayFoxxxx - If you've "/inned" since Vel last updated the queues you won't appear in the OP at all until he updates it at least once.

I'm positive if Vel were to enter this discussion this would be something he mentions, not only because he's had this discussion and mentioned this issue before, but because it's one that kindof slides by most players who've never Modded in this queue.

THIS

is what keeps games going at a regular pace - not having an immediate replacement stops a game cold while people are already playing, which is debatably a bigger issue than keeping a game from starting.

...just a rather urgent note, this leaves only 1 person (+ 4 who have /inned since Vel's last update) in the queue. New games will most likely take longer to start if this stays the case for long.
