Maxwell, Middle Management.

Maxwell goes around rejecting proposals from grunts like you. At his level of management, he doesn't have the authority to approve anything important. But he does have the authority to reject things. If he doesn't reject proposals, there's nothing for him to do. If he does nothing, he'll get fired. If he gets fired, he'll never get another job. If he never gets a job, he'll starve to death. So - he has to reject everything you propose or else he might die. You wouldn't want him to die now, would you?
