At any time that the vig's targets include ONLY scum, the game has already been lost, and therefore the situation does not actually occur and is a mathematical artifact ONLY.

That is, Skruffs: When vig's possible targets (i.e. # living players - 1) = # of scum, your hypothesis holds true.

BUT

When # scum = or > # town, the scum wins.

The first scenario cannot exist without the first taking place (except in afformentioned "vig:scum" endgame).
