I'll agree that within this setup it does appear set up to benefit scum more than town.

Probably I'm just so confused I don't know what's happening in the game again, and Cops are weak town PRs and so are JKers.

Cop/Backup Cop isn't weak, it just isn't unbelievable to me in this situation. There's a good chance JK hits Cop at some point, whether intentionally or not, and Motion Detector can potentially out either of the roles if it isn't careful with what results it claims. With 5 PRs there's a good chance of a NK hitting in the PRs and also of a mistaken counterclaim, so that power has things working against it enough for me to make it palatable.
