I don't see why someone with less than 100 posts shouldn't be able to make a suggestion for another person. If it's a good suggestion then why disallow it based on a post count of someone not even related to the person who would get the title?

I understand an alt made purely for self requesting titles could be created, but meh, nothing's foolproof.

(Although if someone has only made 1 post on the site and it is:

I request Flay gets "best mafia player/mod/human being ever".

Then you might want to disregard it.)

I have altered the first post to what I think is appropriate. I have no problems with newbies suggesting titles for others. Those titles might actually be more interesting than certain recent suggestions.
