Scum nobles may have elected to not claim.

But you don't really make sense as scum with klingon.

Theres plenty of things that could have caused second deaths though.

You could just be the person doing the scum factional kills while the other second kills are caused by any number of things (for example, malpas or Lelouch just commanding people to die.)
