To roleblock multiple cops

The roleblocker+strongman can only get cops during one kind of trump, while the roleblocker/neighbor gets a different cop

almost every cop is paired with a corresponding roleblocker, so it's likely scum have multiple roleblockers

but i was specifically talking about the 10 of clubs, which can only stop Cops, PGOs, and Alpha Vigs (and factional kills) since those are PRs active when 10 is in trumps
