There's two bad suppositions there. In the first quote, you have the implicit bias that Leon, if town cannot be wrong or freak out at the last second. In the second quote, you're putting your own beliefs/narrative as to what risk scum would take on.

Narna didn't seem like scum trolling after the hammer.

If Narna and Leon are both scum, then it's reasonable Narna knew Leon would govern her. Or maybe Narna knew there was a governor, but find it less likely.

why would scum Leon plan to govern Narna, but kick off that plan by tunneling and then randomly deciding not to lynch him after all right at the end? there's no evidence of pre-planning. it's too messy.

anyone with the ability to kill, or that had the ability to kill in the past (but may or may not still possess the ability)
the way he claimed it, he would get a positive on a player who had received/was a 1-shot vigilante, but had long since expended the shot.

actually. why would scum, if possessing a governor, not plan to use it to protect their buddies? if Leon really wanted to look town, it would have been better to let his buddy Narna get lynched, then govern town on another day. this plan of action doesn't really save Narna, who still isn't making it to lylo, and makes Leon look terrible if Narna is scum.
