No, you should not claim your night target beforehand. I'd support you targetting a scummy player who might get lynched if uncleared, and reporting back to us if you survive.

Say Yagamilight is the doc, and tells us beforehand who he's going to target. If scum kill him that night, he's going to end up dead whether or not his target was scum. So we wouldn't know anything about the alignment of his target.

Hmm--the vig is only one-shot, and we already have Patrick confirmed so there'd have to be at least one confirmed innocent tomorrow if it claimed. Is there a downside to it claiming? Or assuming there is one and ordering it to target someone in particular tonight?

I think I'd support a vig claiming at this point, because we could do with an extra lynch, which is essentially what the one vig shot would be.
