Not necessarily.
If there's 2 scum in Antiva all they have to do is double up on someone before you get 2 votes since it's plurality and you cant self vote.
If you didnt become Warden then this may give birth to my theory of 2 scum in Antiva, if there's 5 scum however i'd think it'd be 3/2 (Antiva/Orlais) dunno why would scum want to be in Ferelden so there's probably none there.
