Anyway, Albert B. Rampage has made almost no posts, why would anyone think he was town-aligned? Any scum-aligned player can just spam about Skyrim to try and look town-aligned, he did nothing related to the game and just hid behind this.

Possible, but really dangerous, since when we suspect something like that we can just cull that nation down to two people and 1. maybe kill a lot of scum and 2. take their warden vote away from them.
