I think there is one situation in which a protown player can feasably self-vote without getting utterly destroyed.

He means from one's own perspective, lynching oneself is worse.

He's not saying that lynching an unknown Vanilla Townie is worse than No-Lynch. In fact, he states that lynching the unknown is better.
