If two scum get a room together, it will appear in public just the same as if two town or 1 scum 1 town got a room, but they won't get a separate neighbourhood and will have to treat their mafia PT as if it were their neighbourhood.

If no, why is there a block on how many votes you can have at a time for rooms?

Because it seems gimmicky otherwise. There can be up to 36 rooms total because math (well, 35 neighbourhoods + 1 mafia PT) but I don't want to just make 36 neighbourhoods at the start of the game for people who don't even want them. I think if it's a tiny bit harder to get them then they will mostly go to people who care enough to get one.
