I think there's a bit of miscommunication. The scum probably won't drop the hammer on page 2. That's why a scum can vote for his scumbuddy without repercussions, for example, Lawrencelot voting for you.
Although if someone has all but one vote needed, if both scum did not vote yet, they could kill a townie with at least one scum being safe.
