Proposal replacing Rule 307...

Rule 315. (Abstentions)
A. Players may abstain from any vote.
B. Every player is an eligible voter. Any player who does not vote within 72 hours of the first vote cast shall abstain from the vote. Any player who abstains due to failure to vote within 72 hours shall lose 10 points.
C. If a player abstains from a vote, then his or her vote does not count for or against the proposal. Further, an abstaining vote does not count towards the required number of yes votes to pass.
D. If more than 50% of the players abstain, the vote fails due to lack of interest.

Just to make this clear. If someone states explicitly that they are abstaining from a vote, they lose no points. Correct?

The people who voted against this proposal have a win-win situation. If I vote yes, the proposal passes, and they all get 10 points. If I vote no, the proposal fails, which is what they wanted in the first place.

Vote: No


And proposal 315 fails 3-4-0. Shadyforce loses 10 points for making a failed proposition, but receives 10 points for making a proposal of 3/7 popularity.

All players receive 840 gnomes, giving each player 5040 gnomes, enough to buy an additional vote.

It is now Stewie's turn to make a proposal. He has until Sun Apr 11, 2004 6:51 pm to present proposal 316.

The moon is over territory 8, Sharkland.

Proposal 316 (Effects of moon)

A. If the moon is over a player's territory, this player may buy 2 "yes" votes at the same price of G$5000 instead of the normal maximum, 1. Note that rule 313 does not state that it has to be your turn for you to buy a vote.

B. If the moon is over a player, the player wins 10% more G$ that turn. Likewise, if any further rule allows a player to lose G$ (buying is considered exchanging, not losing) that player will lose 10% more money than he or she would if the moon wasn't over that player's territory.

C. If the player is exiled on the moon, the moon does not have any effects of A or B on him, but if the 10% money the player that has a territory with the moon above it comes from the players in exile in the moon, divided so that each exiled player pays the same ammount of money. Likewise, if the player with the territory below the moon loses money, the extra 10% is divided among the people in exile, evenly.

One isue with this proposal is that it has not been made clear yet precisely when the moon moves. Right now players earn G$ when a vote has been completed, which is also technically the end of a turn. But the moon moves at the same time. So do we calculate G$ earnings based on the moons old position or new?

1. The territory the moon is above is the territory with a number equal to the remainder of (P-2)/9, where P is the current proposal number.
So is guess the moon doesn't move until the proposal number changes. This is at the beginning of a turn.

I have a question about using $G to buy votes...when does this happen? When someone votes? Or can they decide to use their vote some time later, after say a couple of other people have voted? The timing seems particularly tricky...makes me wonder if we should't
vote
in turn order as well.

I like the new proposal, though.

I had always kind of thought it was an action analogous to voting. Like a player can say, "I'll vote in favor, and buy an additional vote in favor.". I suppose a player could make one of his votes and then buy the other after he had seen how others voted. I hadn't really thought about it.
