I don't know if they exist in the truest sense, but if you consider that every block is a texture, by simply making there be no texture it lets you see through things I imagine?

No problem for me. Maybe check and make sure your internet isn't down and that your client launcher is logged in before launching minecraft?

yes/no.
they are caleld that, but it's a Transparency texture pack rather than x-ray. It only shows exposed ores, like in cave systems. it turns all stone to a blank texture, and certain other blocks like grass dirt gravel etc, so you can see all exposed oreblocks, meaning it wouldn't usually help you find diamond very easily.
