I'd probably run something like this:
4x Predatory Sliver
4x Manaweft Sliver
4x Sentinal Sliver
4x Striking Sliver
4x Bonescythe Sliver
4x Blur Sliver
2x Megantic Sliver
2x Thorncaster Sliver
Most of those are cheap as hell... the rare slivers might cost you $1 each or something, but that's the basis for a decent slivers deck. You have some options for the noncreature spells to run... I'd say farseek, Boros Charm, and a couple Hive Stirrings are good places to start. Could even run Gruul War Chant to give a fieldwide buff.
Lands are expensive if you want to do it right, but you can easily just run Guildgates/Basic Land instead (unless you have access to the shocklands). The "good" version of the sliver deck runs Domri Rade, but he's at like $26 right now, so not exactly a cheap investment.green shirt thursdays-

Oman, if you want something different you should check out the Nivix Cyclops deck. It's a cutesy combo and I think a budget version cost me less than $6 online. Also, totally go to your FLGS. Support b&m venues!-

I love that deck! I took it to the first ever FNM after DGM released and did pretty well. It's really fun a "combo"-ish, but it's not a true combo deck. Unfortunately, there aren't any of those in Standard right now (well, Unexpected Results was around for a little bit).
The actual cheapest "good" deck you can play right now is RDW, I'm pretty sure. Although... my UB deck was cheap as hell to build.green shirt thursdays-

Humanimator is fo reals combo. Too bad scavenging ooze completely invalidates it. I need to put my paper version back together because I promised some 12 year olds they could try it out for an event.
I've done really well with RG aggro that cost less than $20, not counting the lands. I played mono green last night and did very well, but kalonian hydra ruins the budget on that one. One of the kids borrowed my bant voltron and won a lotus with it. I think there's a decent budget version of that to be built too. Aristocrats without red might be viable, and would certainly be much cheaper.-

Descendant's Path is really cool, but you need 30+ creatures that can trigger off it to make it work.
Personally, if I were building on a budget, I'd try RDW:
