No, I think it is very clearly a misrep in this case. He went out of his way to say that DP's play revolved around reactions to spam, which was, I think, a subtle way of discrediting DP's first serious vote on voided way back when.

I disagree. For attempting to poo-poo my townread on DP (which is a scum tell in and of itself), voided didn't even bother to remember properly what DP's vote was about. Even if this was a misremembrance rather than a misrep, or some combination of the two, it's still more likely to come from scum than town.
