The issue is that you no longer qualify as a Newbie since you have two completed Newbie games. You also don't qualify as an SE, so you are only allowed to replace into a Newbie game until you finish a non-Newbie game.
There is no replacement queue. When a game needs a replacement, the moderator of the game will post here and then you can PM the moderator asking to replace. Alternatively, you can PM a Newbie game moderator and tell them you are willing to replace if they ever need a replacement.
Potentially requiring a IC level replacement for Newbie 1404 (currently in night 2 and 19 pages), I'm leaving it another 6ish hours before making this request official, but I'd like to get it sorted early so night won't have to be extended too long.
