if you have 2 finished games you do not qualify as newbie anymore, just saying, you need to play a game outside of the road of rome and finish it (by kill or end of game) then you may /in as SE instead.

I think you can /in as a newbie as many times as possible until you reach the requirements...

meaning, I think that, if you have only played games in Rome, no matter how many games you have played you will still be considered a newbie

A brand new player may play TWO games

from the start

as a Newbie player. Once you play one Newbie game, you may replace into as many existing games as you can handle.

After that, in order to /in for

a new game

in the Newbie queue, you must also play a game outside the Newbie queue and then /in as an SE once that game ends.

No one is allowed to play more than two games as a Newbie

from scratch

. If you just feel like replacing in for every game after the first two, knock yourself out.

Or do I need to play an outside game first? On another note, I have experience on another site. Is that experience relevant to being an se when the rules are dramatically different (24 hour days, wacky setups).

You have one completed Newbie game, so you can /in as a Newbie for another game. Once you finish your second Newbie game (either from the replacement or one you join now), you are no longer a Newbie and must play in an outside game before you may /in as an SE.

As for your outside experience, you must contact mith to see if it counts. If it does, it will count as one completed game outside of the Newbie queue. (Chances are, it won't count due to Mafia being played differently on that site.)

This is correct. If you /in for your second newbie game before you replace into a game, I will keep you in the queue. It's only for your very first game on the site that I will make sure you're not in more than one game at a time.

Offsite experience is only relevant for mod requirements, and is only rarely counted even then.
