we were getting 40 C not long ago, it's actually cooling down a bit now i think.

The main problem was the not cooling off at night

yah, it's War from The Binding of Isaac.

War appears as a red, humanoid-like being in a state of permanent rage with a pair of large, beady eyes riding on a stick horse.

There's also a more more realistic (and fairly horrifying) fanart drawing that someone on DeviantArt did, which highlights the fact that War has no skin.
