In any case where there would be direct communication (whether it be via PM, QT, or otherwise) I would view quoting such communications as being in violation of communication rules and principles. Rule 2 states directly that quoting PMs

from the mod

is not allowed, but this is where the principle of the rule would come into play rather than the direct wording of it. Copying communications verbatim that are not made publicly in the thread is where the problem with that sort of situation would come from.
