Personally, I don't see the reason to wait, whatever amount of rage scum gets, they know that at at least some town's people have three, so of course any scum who rages won't use more than that, unless they are planning to claim some sort of pr. i know that Kinetic might have some feelings about this, so I'll at least wait for him to post before I do anything.
