Fate obviously wants to go after somebody but doesn't want to tip that person off. My order seems to fulfill that reuirement. At least thats what i make of it.
Worst case scenario - he's scum and wont be able to justify it properly.

These *might* be worth answering before Fate claims, but I'm inclined to think they can wait

Not especially. I just didn't care for the order or my place in it. Most claims I have been involved in have been popcorn and that has always worked out just fine.
