Throwing questions like that to scum often makes them respond in erroneous manner, whereas throwing them to town leads to something that could very well result in large town-tells and overall good vibes to other people. In other words, it more clearly defines the contrast between town and scum answers. Therefore, it is good and pro-town, and not sinister, to do so.
