This is normal. farside usually releases them in batches, and waits for the current batch to filll before releasing the next batch. Otherwise you could end up with a particular game getting passed over and remaining in signups for months.

When I ran this game some time ago in the large theme que, it took me 12 days to fill signups. This game's been in signups for what is going on 13 days now if I'm counting correctly and still needs 7 (?) players to fill.
I'm not questioning the way things are run, but I'd be a little concerned about the health of a game a few weeks to a month after it ran if such a game filled out of obligation to help move the open que along. (Even more especially due to the size and commitment required for the game being somewhat higher than smaller games.)
(All that said, I'm still trying to decide if I'm interested in playing the setup, but the above and other factors have been weighing me against.)

At 9/16, I wouldn't say it's going that badly. Games have certainly taken longer to fill.
