Leo figures that if Leo was scum, the secret claims would be bad.
Leo sees no down side, though, to a town-sided player having additional information (or having seen a fakeclaim if someone lied).

Leo likes the idea of powerrox being alive during the night to potentially redirect the scum's kill away from Leo, CES, or doombunny. But Leo also takes comfort in their suspicion that the town has a doctor.

Regarding encryption, I really don't see any problem with it. I don't think it's necessarily outside of the spirit of the game as it is player-to-player trickery, which

is

a part of Mafia anyway. Bad stuff are deliberate player-to-mod trickery(secret communication via invisitxt, loopholing), cheating(PMing fellow players) and stuff like that.
