Should the town have the option of voting to forcibly replace a VI? I know that in a recently completed game of mine, Open 209, the town was plagued early on by a person whose greatest contribution to the game was "I'm a townie with bad gas, lets kill everyone" who refused to replace out or flake for long enough to replace out, and when the entire town voted to forcibly replace them out, the mod refused.
I'm not sure I can quite describe how bad the play was other than to say that I reported him early on for trolling because I honestly can't think that anyone would be that brain-damaged and still know how to type.
Easy enough for you to say, but drumming up lynch support for him was harder than you think. Trust me, I tried (and failed).

To clarify, the person in question WAS town and the reason we didn't lynch him was because we'd already used up our game total of 1 (one) mislynch and needed to lynch the four remaining scum asap.
Sounds like the town got it right. They were able to determine from his behavior that he was town. So...problem?

Yeah he was painfully town, even playing as scum in multifaction that read was there.
What made it interesting was that all the scum seemed to realize this, and none of the town, which ended up in scum keeping him around for mislynch purposes. Despite him being erratic.
No, the town definately should not have this option. Replacements are not good for the game, they should be avoided if possible. Giving the town the option of voting for a replacement will probably mean that weaker players get booted from every game they're in.
In the scenario given in the OP, town members can ask the mod for a forced replacement due to breaking site rules (not playing to his win condition), but that decission should ultimately be up to the mod. If the mod decides not to replace, the town simply has to deal with it.

That game was lulzy and enjoyable, but we didnt have two mislynches to use on our VIs. I don't wanna whine and say the game was unwinnable, but there was good evidence supporting one VI as scum A and our other...er...less desirable player as scum B. I just don't think it was necessarily winnable for town, but nevertheless I felt the scum EARNED their win/draw. I'm just not for sure if we really EARNED our loss.
Sniper never did jack squat, ever. Deathnote self voted in what was lylo and literally held Scum A in his right hand and scum B in his left hand and led them to victory. I was facepalmingheadkeyboardnerdraging all over the place...then I'm like, oh, game right.
