I agree about claiming Life Points (except for Kast).

I'm kind of thinking along the lines of "claim everything that we are allowed to." I don't think there's very much that's going to help scum more than town, other than how many Life Points Kast has.

I can see it helping town (when we want to kill someone, we know how much life they have).
However, when we're shooting at someone, isn't the point to kill them? Why would we care if when we lynch/shoot someone that it took fewer bullets to do it?
What's to stop mafia (specifically the Renegade) from lying about life points (as once they die, they lose)?
And does town have the majority? In Bang! they do not. If town does not have the majority, the claim is actually providing others with information perhaps best is hidden.

I think a bullet claim makes sense (someone going over their claim better have a damn good reason).

-First, anyone at all familiar with Bang! and who can read between the lines in the OP/Rule should realize I (Sheriff) am confirmed town. If anyone disputes this, I want to hear that now.
--If anyone shoots me, be prepared for retaliation.

Allows you to shot a player 1 farther away from you. (this card stays next to you).

-In the Bang! card game, the Outlaw team's win condition is to kill the sheriff with at least one player other than the renegade alive. Town's normal win condition is to kill all Outlaws and Renegades while keeping the Sheriff alive. Renegade win condition is to kill everyone except for the Sheriff, then finish off the Sheriff.

Given the random role assignment and absence of keeping the Sheriff alive in the example town PM, I don't think town will necessarily lose if the Sheriff dies.
--The normal game also has a much higher proportion of scum to town. I can easily see this implemented in our game, although it would need some limitation to balance (perhaps no discussion thread during majority of game). I can also easily see a more traditional mafia size. People should be aware of these potential differences from a standard game.

-I don't think mass claiming hit points will be that useful. If scum choose to lie, we won't find out unless we are trying to kill that person anyway. If town as a whole agrees to kill someone, that person should claim hit points.

-I am assuming everyone is (at least outwardly) playing as though they are town. If anyone wants to claim scum, by all means go for it.

From wiki:
The object of the game is different for every role:

the Outlaws must kill the Sheriff;
the Sheriff and his Deputies must kill the Outlaws and the Renegade(s);
each Renegade's objective is to be the last character in play. The Renegade(s) must kill all the characters with the sheriff being the last one dead.
If you ever play this game there is typically 7 players. 2 deputies, 1 sheriff, 1 renegade and 3 outlaws. The only way for the outlaws to win is to kill the sherriff. Since the outlaws have a slight advantage they really don't in the card game as the outlaws have no clue who another outlaw is and sometimes to shot the sherriff for their win condition they have to shot thru others first.
As I said while promoting this game I took many things from the game and I also made a few tweeks for balance and fun.

If you are town, try to find and kill the outlaws (mafia/lynchers) and renegades (survivor/SK). People who try and kill me are probably outlaws.

If you are an outlaw/renegade, ask your neighbors to kill you.
