At a cost of 2 mana per usage, you may block a persons abilities from working during the rest of the current phase. It will only block them while they are in close proximity to you (defined as being in the same thread). You do not know of any way to restore Mana once spent.

If I block them and they leave, then come back, are they still blocked? Do I just block a specific person while we're in the same place for the whole phase? And can I use it in response to someone using something?
