elsa needs to form a pact with two other people that if he leaves the raid those two will also leave I think
that way we have 2 roads to take: if we can't get on we just have Elsa fail the raid, if we do get on then we can let the raid succeed because we'll be able to stop Romance from gettting a result anyway, and Elsa can janitor Toog or TC
IMO Janitor is something we want to be able to use because it lets us know what role+flavor someone is while hiding that info from the town
