15% is too likely to hit, i think. If this were a mash with a like 7% or 10% hit rate then yes definitely (it happens all the time on MU and is actually encouraged if the person is in the POE). Speaking of the POE, I think scum would probably only even consider shooting their partner if they were already getting shots peppered
