1- Scum has a DN, but they decided not to let Light keep it (because, y'know.. it's Light Yagami!!)
2- Scum have a DN that isn't registered to be held by an individual anyway.
3- Scum don't actuallyneeda DN to commit a kill in this game, but a DN allows them to edit a second kill on the same night.
I myself am not sure which is more likely.
