Choose one row, column or diagonal at random, then add VTs and Goons to generate a 2:7 setup.

If Doc and Watcher claim, scum can't take them out normally. With the rolestopper, they can either: Rolestop and kill Doc so Watcher dont know who the Mafia are. Or they can Rolestop and kill Watcher.

Random idea I thought of:

2 Mafia Goons (or maybe one Roleblocker)
7 Inaccurate Cops

Each night, if X cops try to use their ability, they have a (50+(50/X))% chance of getting accurate results, and otherwise get inverted results.

So I tried to improve this setup, and here's what I came up with:
1-shot Ascetic
Watcher
Townie
Roleblocker
Doctor
1-shot Strongman
Tracker
1-shot Ninja
Jailkeeper

Pick one random row or column, then add 1 Mafia Goon and 5 Vanilla Townies.
1-shot Ascetic is an Active ability.

A twist on the Gladiator mechanic:

2 Mafia vs 7 Town or 3 Mafia vs 10 town etc.

Day start. Each Night, the Mafia must choose someone (X). They can choose themselves, but not the person they are killing. X will then choose another player (Y) before the next Day starts. X and Y will be publicly announced, and will be the only votable players on that Day.

Eh, but you get to analyse how the Mafia chooses the Gladiator. And I intentionally didn't put the mechanic Day 1 because you don't have any reads yet so that's bad.

So I thought of a few ways to balance this:

Make the gladiator choose two people instead of one to have a higher chance of hitting scum (but personally I dislike this idea).

Insert 2/3 masons for Micro/Mini. This is my preferred variant, but I'm unsure if 2/3 or 3/4 masons is better. Former seems tad bit underpowered but latter seems like it could be too much power. I like masons more than other PRs for this setup because it avoids the nasty "PR gladiates other PR" scenario.

Maybe allow the gladiator to choose his target halfway into the Day, but I don't really like this idea either.

Also, I disagree that Mafia choosing target randomly is a concern. In a normal Mafia game, scum can also kill randomly, but they do much better, and NKA is a thing.
