Okay I'm confused, so are the pictures just like, window dressing then? Like the only thing that's relevant to this is the text?

That is correct.  Originally it actually was gonna be a big-ass list of text but then I thought mug shots would make it more "fun".

Treat this like the warrant system from the Carmen Sandiego games, if that makes sense.
