You can add a goon to both sides or not. You could well have a rule saying jester and vig are nuts, I don't want to give you both -- and your saying you want jester but in every trade asking for vig makes me super suspicious.

We are trading the knowledge of the Rules. If person A knows rules 1 and 2 and then trades for rules 3 and 4, they then know rules 1,2,3, and 4.
