So Elo is based on expected placement vs actual placement iirc, if you rank all of the elos, the 1200s come in a tie for 12th place. You came in joint 13th which is below that expected placement, so you lost Elo. Note that technically the math is more complicated than that (even if last place is the lowest they'll still lose elo) but that's a good rule of thumb. It's why someone with say a 1400 elo would lose points if they got 7th place but a 1300 would gain.
I mean yes, the calculation technically uses the average of all the other ELOs that aren't yours in the game, combined with your placement to determine how much you should lose/gain (you can see the exact formula by clicking on any value in the elo-post column). I just prefer the ranking idea cause it's easier for me to wrap my head around if I'm the 6th highest rated player, and I do better than 6th, I should go up, if I do worse, I should go down, even though there are more factors like how big a difference my Elo is from the other people at play.
Max placement is just the number of player slots in the game, so for you that fraction was 23/23 = 1, the most anyone could gain is their k-value (usually 15) times the # of players in the game - 1 (though with the elo term that's technically an over estimate).

Edit: this comment was based on a wrong assumption that you'd played another game between flimflam and then winning a game.
