Eh I find daisy pretty useless. The CC is nice if it sticks but requiring three hits from a monster that is incredibly easy to kite makes it too easy to play around for the pay-off. His other abilities are okay.
Tried him as a support and he has damn near no impact.

I played a ranked game with him on my team. At first it was kind of awesome as I got so many buffs. I even got a red buff as morgana mid. But he seemed to be totally ineffective later in the game despite being super fed.

Ivern requires his laners to be prepared to collapse on the enemy jungler to a much higher degree than most other junglers do. Which makes him extra tough in solo queue.
Plus Daisy sucks.

I'd say it's less that he scales late and more that if he doesn't get dumpstered in the first 20 the game will go decently for him.

as his play and ban rate falls
his winrate's becoming pretty average as people get more experienced with him
