A lot of reworks are massive buff's.

This game suffered pretty heavily from power creep, so it makes sense.

I'm okay with power creep.

I think they do. They release champs/reworks intentionally OP to prompt a flood of "is X the best champion ever?" And "X new op champ!!" videos and general hype. With the hype comes more players who buy the champ(including those that use RP) to use it as a fotm or because they think it's going to be the new meta.

Then Riot nerfs it a couple months later to allow actual competitive play to happen.

If anyone here was around for Irelia's release, they probably remember how much of a shitstorm that caused. She was the only champion in the game that had that much utility at the time (gap closing, cooldown resets, easy CSing, stun, on-hit true damage, free tenacity, two sources of healing). Now that level of utility is basically the norm for new champions and reworks, if not towards the low end.

Also not sure i would go with Power creep for that one, but that may just be me.

Normals... woo, my Sivir is lvl 27 and their Kog is diamond 1. 400 MMR difference in game. We even get red side. "Fun"

A lot of it is that they want people to be able t have fun with them on release whilst they are learning them.
