Collect and make decisions on who gets what title
Then, when I (or mith) get around to it we assign the titles to people. It's quite a chore, so it happens rarely. I'm in the process of making it so that I can assign a "title fairy" role that can assign titles directly, but that is not done yet. (That will shift the labor off to someone else. )
