Any individual who proposes more than 10 proposals that fail will have their proposal privileges removed. A Meta-Rule will be created at this instance for the purpose of tracking when the player should regain privileges.

- Meta-Rule

A new Rule category, the Meta-Rule is created. A Meta-Rule is more accurately a Proposal that never expires and deals with situations referring to players. Players may say Yay or Nay for the Meta-Rule at any time, however the Meta-Rule will only be removed once a majority of Yays are accumulated. Players may change their stance on a Meta-Rule at any time. Rules may create Meta-Rules at any time. A sample Meta-Rule is this:

Basically, it's just a permanent proposal that passes when it gets a majority of yays. I envision it for use in conjunction with Proposal 25 (should so-and-so get his proposal privileges back?) as well with whatever anyone else can think of.

A normal rule expires after a week. A Meta-Rule never expires until it acquires a majority of Yays, and is designed to allow for tracking players' opinions and thoughts.
