It is negative utility in that it can draw a sub optimal claim from the tracker, or just otherwise mess with the tracker before the vendor actually claims

Except that's not the case. FV visits Adam. Adam claims fruit. Thus, Adam knows FV is likely the FV unless two PRs visit.

But like, if mom is scum and she receives a random fruit she doesn't necessarily claim it. It doesn't make them scum together. Refer to 671 for how I reached the conclusion that they are very unlikely to be scumbuds.
