So I found some rustling grass near work. Spent my break walking around in it, but nothing popped up. So what do I have to do to actually encounter a pokemon?
One time, back in 'nam, Sudo was set upon by an entire squadron of charlies. He challenged them all to a game of Pictionary, which he won resoundingly. The charlies were forced to not only surrender the skirmish, but also their world-famous chili recipe, which Sudo sold to Texas for a hefty profit. Sudo is a master of diplomacy.

In post 40, Cabd wrote:SO here's how to actually trace something that shows up on "nearby"

First, select it so it's the only pokemon showing on your bottom right white bar.

Walk a very slow circle.

When the white bar flashes GREEN that means you're walking in the right direction.

Repeat until it shows 1 or 0 footprints. Then walk one last circle. The pokemon will show up.
Rustling grass just indicated a pokemon within an area; it's not in that specific spot.

I feel like if I walk around for 10 minutes, and nothing comes up, that's basically the same as "nothing is nearby".

I have about 10 pokestops around my house. But I've been too lazy to walk around to them.

I have a ridiculous number of Pokestops within about 3 minutes' walk. Maybe 20 or so.

This game is unfriendly to suburb dwellers :(

Not much at all near my house. There is a Pokestop about 2 blocks away, and singer's work has a gym behind it. I'm off my work until Sunday, so I'm hoping that shopping center area will be more fruitful.

So, I looked at cabd's graphic, and it doesn't provide instructions for what to do when everything in your nearby is at the footprints and remains at three the footprints after half an hour of walking.

http://www.serebii.net/pokemongo/capture.shtml

0 Footprint - The Pokémon is right on top of you and will appear soon
1 Footprint - The Pokémon is within approx. 20 metres
2 Footprints - The Pokémon is within approx. 100 metres
3 Footprints - The Pokémon is within approx. 1 kilometre

the servers are down right now, though, nothing will change for you until they fix it. You'd get a "servers are down" screen if you closed the app and re-logged in.

So, it doesn't matter whether I'm at work or at home, I have to be prepared to walk at least a kilometer to even maybe of a chance of potentially encountering a pokemon?

You also get them when leveling up; so you can start a chain once you get to a city where you CAN level up.

Lots of Ingress players on reddit are saying that this is nothing new; their servers were always toasted for that too.

If nothing else, TPCI won't let this stand very long.
