No. It's very dumb and making every excuse in the book not to vote Shiro. There's not likely a third anything. Three doesn't divide into 20. 4 does. 4 cops is too many. Thus, 2 is the cap for any given role. He just doesn't want to admit that Shiro's scum. Whether that's because he's derp town or scum remains to be seen.

Shiro, notably also takes the same position.

My position is that one of them is scum, and the other is head in sand denial.
