doesn't it get reshuffled excepting the cards that are left? or does it get reshuffled entirely without setting aside the two that are left?

there were two cards left, so i assumed that those two are in the next set and then it is shuffled for the third card

Actually at the start of the game weren't there 17 cards and now there started with 2-9 with 6 on the board which is 18
