I think there are too many little things like this that fall under "general knowledge" that aren't explicitly stated in the rules and/or role PMs that could potentially come up in a mafia game. It wouldn't be feasible to come up with a list of all of them, and I thought it would be unfair for me to only clarify a specific point when it would only benefit one side (the town in this case) if I did so. I thought that the cop role PM ("I will tell you that player's alignment") was clear enough that you could have made a case against Toro that him not receiving a result would have contradicted the role PM. For what it's worth, I suspect most moderators would have made a similar decision, but your point is noted.
