EDIT: Also, do I have to choose which power to use with Sharingan Mirror-Wheel Eye the round I activate or use the duplicated power?

You wouldn't have to pay the costs associated with the power you are copying, if that's what you mean.

And I'd say you can choose what power you are using during the "next round", not when you activate the SMWE.
