I'm not sure. I just got it as a skill by rolling great on a water bomb. it says it'll affect enemy's accuracy and movement, so it should affect yours. However, dont end your move on it.

So, that quagmire? It's superconductive. I just cast lightning bomb on it, and rolled an 8. It'll provide a nasty shock to e2.
